Job Desc: Reliance Aerotech Services is currently looking for a Government Contracts Financial Manager/Aviation Technical Cost Integration Manager for our customer in Pensacola, FL. This position will be responsible for working job costing for large proposals and working closely with technical estimators for final pricing. This position will have full responsibility of the cost volume submission and needs to have a strong working knowledge of various computer programs and Excel spreadsheets. Aviation experience is also preferred.


Experience in pricing and government contracts is required.


Basic Functions:

• Coordinates IR&D requirements with technology divisions.

• Leads IR&S and trade studies and appropriate engineering analyses, including modeling and cost estimating.

• Responsible for technical white paper outputs in Phase 2 – Win Strategy Development.

• Develop compensation plans in accordance with labor laws and industry standards with support from human Resources and legal experts.

• Identify cost basis of estimate approach.

• Support Business and Contracts Managers in Transition phase with implementation of business management solution.


Essential Duties:

• Research Assumed Competition

• Estimate Funding Available

• Determine Bid Assumptions

• Outline Unique Program Requirements

• Develop Program Cost Summary

• Identify Other Direct Costs

• Determine Required Investment

• Perform Trade Studies

• Perform Wage Comparisons

• Perform CBA Analysis

• Request FOIA

• Develop Staffed Organizational Matrix, including labor and ODC estimates

• Interface with Technical Managers in development of cost elements

• Evaluate historical cost database charges for use in developing cost estimates based on history

• Initiate vendor quote requests

• Develop overtime cost analysis

• Develop various staffing summaries for proposal documentation



Qualifications:

Technical knowledge, proposal experience, and company/commercial experience (Program Management talent desirable).

Ten years experience in accounting, pricing, forecast/budgets or contracts.

Background in aviation maintenance preferred

Corporate/commercial experience associated with federal contract performance.

Management experience preferred.

Proficient in computerized business applications.

Personal computer business office applications required.

Familiar with Federal Acquisition Regulations.

Familiar with Cost Accounting Standards.

Familiar with National Labor Relations Act.

Familiar with Service Contract Act and DOL regulations.

Working knowledge of Collective Bargaining Agreements.
